The Ukrainian Water Association is pleased to share important news: Grundfos has delivered 11 specially designed water treatment plants to Ukraine, which will become a key part of the Sun Wagons humanitarian project.

☀️ What are Sun Wagons?
Sun Wagons are mobile solar-powered trailers that combine modern energy technologies and water purification equipment. They are specially designed to operate in regions with unstable infrastructure and limited access to electricity and drinking water.
The project allows for the rapid deployment of autonomous water supply systems exactly where they are needed most: in front-line communities, places of temporary residence of people and regions with damaged networks.
🔧 Grundfos technologies for safe water
The plants provided by Grundfos are able to work with various water sources regardless of conditions – from surface to technical sources. They provide effective purification and stable drinking water quality in accordance with modern safety standards.
Key features of Sun Wagons:
•production of up to 33,600 liters of purified water per day,
•generation of up to 20,000 kWh of sustainable energy,
•autonomous operation on solar power,
•mobility and rapid deployment in the field.
Thanks to this, the solutions can provide water to thousands of people every day.

Today, a Memorandum of Understanding was signed between the Odessa District Military Administration, the Italian Foundation “HOPE UKRAINE” and the public association “Ukrainian Water A

ssociation”.

During the signing of the memorandum, the head of the Odessa District Military Administration, Oleksandr Grinchak, emphasized that energy efficiency, infrastructure modernization and decentralization of water supply are key areas of cooperation with international partners, especially in the context of military challenges and the need to increase the resilience of communities.

Within the framework of the signed document, the parties agreed on the joint implementation of a number of important infrastructure projects in the Odessa District, in particular:
• Decentralization of water supply – installation of purified drinking water distribution points based on modular reverse osmosis systems;
• Technical re-equipment of boiler houses in the city of Odesa using reverse osmosis technologies for water preparation;
• Modernization of boiler houses in the Odessa District by introducing heat pumps to increase energy efficiency and reduce energy consumption.

The implementation of these initiatives will contribute to improving the quality of drinking water, reducing energy costs, environmental safety and sustainable development of territorial communities of the Odessa region.

Communities of the Odessa district are involved in cooperation and implementation of projects, in particular:
Avangardivska settlement council, Chornomorska city council, Fontanska village council, Pivdennska city territorial community, Chornomorska settlement territorial community, Velikodolynska settlement council, Yaskivska village council, Krasnosilska community, Teplodar city, Bilyaivska city council, Usativska village council, Nerubayska village territorial community, Ovidiopolska village council, Mayakivska village council, Velikodalnytska AH, Dobroslavska and Vygodyanska village councils, Tairivska village council.

The Ukrainian Water Association will continue to act as an expert and coordination platform for the implementation of modern water and energy-efficient solutions in cooperation with international partners.

Our members are participants in the interdepartmental working group on water policy, created to jointly prepare and agree on decisions in the field of sustainable water resources management.

As far as we know, the issue of adopting the Operational Plan was already raised in June, but then the document was not approved due to the need for further work. An additional meeting was also planned to agree on the final amendments, but it never took place.

Despite this, decisions were made. In our opinion, such documents should be subject to open discussions and ensure transparency at all stages of preparation.

At the same time, on December 10, the Cabinet of Ministers of Ukraine approved the Operational Plan for the Implementation of the Water Strategy of Ukraine for the Period Until 2050 in 2025-2027. The document defines a set of priority measures in the field of water security and sustainable water resources management, taking into account climate challenges and the consequences of the armed aggression of the Russian Federation.
The implementation of the Operational Plan for the next period will allow:
to reduce the risks of diseases associated with the consumption of poor-quality drinking water;
to attract investments in the modernization of centralized water supply and wastewater systems;
to improve urban wastewater treatment and integrate these measures into the spatial planning of communities;
to reduce potential losses to aquatic ecosystems and fisheries.
Particular attention is paid to increasing water efficiency in industry, agriculture and housing and communal services, reducing freshwater losses, strengthening control over special water use and improving water resource accounting.
“The Operational Plan for the coming years sets a clear course for the restoration and sustainable development of Ukraine’s water resources. The focus is on creating a modern water security system, fully consistent with European standards, capable of withstanding the challenges of climate change, the consequences of war and the growing needs of the economy. “This is about real changes: creating the foundations for quality drinking water, higher water efficiency, restored water ecosystems and strong institutions that work for people and the future of the country. The Operational Plan is about the security, sustainability and responsible management of Ukraine’s water resources,” said Deputy Minister of Economy, Environment and Agriculture of Ukraine Iryna Ovcharenko.
The Operational Plan is the next stage of the implementation of the Water Strategy of Ukraine for the period until 2050, which will ensure the transition from experimental implementation to practical implementation of European principles of water resources management.

Large-scale land reclamation reform is underway in Ukraine, and one of the key aspects of this process is the transfer of state hydro-reclamation property to water user organizations (WUs). This issue was the subject of a meeting chaired by Deputy Minister of Economy, Environment and Agriculture of Ukraine Iryna Ovcharenko.

Representatives of the State Water Agency, the State Fish Agency, the State Geocadastre, water management organizations, WUs and specialized associations, including the Ukrainian Water Association, joined the discussion.

🔎 Main highlights of the meeting:

⚠️ Only engineering irrigation facilities are being transferred.
Water resources remain the property of the people of Ukraine and are protected by the Water Code of Ukraine. Privatization of rivers is impossible.

🏗 Land reclamation networks need urgent modernization.
Most of the infrastructure is worn out, and the UECs are able to attract private investment and upgrade systems where the state is limited in financial capabilities.

⏩ Strategic position of the Ministry of Economy:
The State Water Agency should focus not on maintaining outdated pumping stations and canals, but on managing all the country’s water resources so that water is guaranteed to be available to communities, farmers, and industry.

🤝 Meeting results

The participants agreed on the need to accelerate the inventory and transfer of UEC property to ensure their full and effective operation as soon as possible.

On December 13, an important Memorandum of Cooperation was signed with the French manufacturing company The Elydan Company – Elydan, which specializes in modern water supply solutions.

Elydan is a member of the Ukrainian Water Association — and this cooperation is part of our joint infrastructure restoration strategy.

This is a continuation of the great work on the restoration of water supply systems and another necessary step on the path to modernization of the city’s infrastructure.

📉 Challenges facing the Kryvyi Rih region:
Due to the consequences of Russian aggression and the largest environmental tragedies of recent decades, the city suffered significant damage to water supply and heating networks. Shock waves and prolonged corrosion caused serious destruction of the systems.

🔧 Results of work already completed:
In 2025 alone, more than 80 km of water supply networks were repaired and replaced.

🌐 What does the new cooperation entail?
To solve problems of this scale, the city is attracting the best partners from the EU and the most modern technologies.
The French manufacturer Elydan, specialized in the production of flexible plastic pipes, is implementing a new project with a total volume of 108 km of new networks.

🤝 Together we are working on finding financing and the phased implementation of this extremely important infrastructure project.

The Ukrainian Water Association had the honor of being represented at the Rebuild Ukraine Business Conference 2025 https://www.cucc-rebuildukraine25.com,

which took place in Canada on December 2, 2025. Our association was represented by board member Artem Shyra, who actively participated in discussions and exchange of experience with international partners.
This event became an important platform for strengthening cooperation and considering key issues of water security and reconstruction of Ukraine.

The speech by the Canadian Ambassador to Ukraine, Natalka Cmoc, was particularly inspiring. Her sincerity, support, and deep understanding of the challenges facing Ukraine gave everyone present a sense of unity and humanity — qualities that are invaluable today.

The speech of Oleksandr Tsyvinsky, Director of the Bureau of Economic Security of Ukraine, was no less powerful.

During his conversation with him, Artem Shyra discussed the principles of zero tolerance for corruption — a key value of the Ukrainian Water Association — and received valuable advice for further developing transparency and efficiency in the water sector.
